They are LITERALLY telling me to go to the Steam forum and download someone else's executable (the old cracked one, before they fucked it up). So I sent in a message to Rockstar support: It turns out Manhunt straight up does not work at all still (when you go into the tutorial stage you will get stuck). so it has to be fixed right? Rockstar went back and fixed most of their other games (GTA3 was a little messed up if I recall). In the case of Manhunt it is pretty clear they rolled back to some sort of debug or just a messed up build. IMMEDIATELY after this news Rockstar rolled back pretty much all of the affected games executables - no matter if they worked or not. Essentially all of Rockstar's last generation games on Steam were working because they were using old cracking teams executables.
